If the question is what is "the spirit of government" that needs to be changed then my answer is that the endless war empire needs to be sublimated asap. The core Corporate/Security State/Political parties appear to be too craven to undo this evil.

If Liberal is meant to describe a totalitarian egalitarianism like that of the French Revolution and our current situation then yes we should turn away from that.
If Liberal is meant to describe essential properties of individuals (free association, free conscience, free speech) these properties imply a rejection of totalitarian impulses. To maintain my freedom I will not interfere with my neighbors properties of freedom and will resist any governments that interfere with my neighbors properties.
